The NTA

The NTA accomplishes its goals by enlisting the best of class
from commercial industry and academic institutions and uses a full
spectrum of cutting edge talent to meet the technology challenges
posed by the U.S. Government.
The NTA is designed to work across the Intelligence Community
(IC), the Department of Defense (DoD) and all of the Federal Government
to share lessons learned and prototype solutions.
The NTA provides technology solutions with dual use application
(commercial/Government), thereby lowering development and operational
costs.
The NTA offers:
- Experts in defense and intelligence organizations who provide
effective, focused users' needs analysis
- Experts in technology and in market assessments
- A standing team of leading research universities, institutes,
laboratories and commercial companies for research, as well as
product development and commercialization
- Experienced program managers to support technology development
and implementation
The NTA uses a non-traditional contract authority, "Other
Transaction (OT) for Prototype." OT agreements are used
to "carry out prototype projects that are directly relevant to weapons
or weapons systems proposed to be acquired or developed by the DoD." For
